Restarted Mac Mini.
This got the upload moving again - yay. 

"uploading 100 to go"
"50 to go" looking good.
"uploading 1 item"

Success I’m thinking.
Suddenly it is uploading 15,827 items - AGAIN!

Sigh …..

I’ve quit Photos and will see what mood it is in tomorrow.
