Without being familiar with your specific gear and setup, the following is 
fairly general.

If the truncation is happening on your TV screen it may be down to your TV's 
screen setting. Different TVs seem to do this differently but generally 
somewhere in the Smart TV menu there will be various setup pages and somewhere 
there will be screen settings - maybe called screen mode or aspect ratio or 
display settings. Some of these may "stretch" the picture or truncate top 
and/or bottom - these used to be a lot more of a problem in the early days when 
broadcasters and TVs seemed to have more variance in broadcast and display 
resolutions - and less smarts to auto detect and display.

I'm not familiar with the 4th gen Apple TVs but the older ones also had 
settings to allow you to select your desired output resolution to match 
whatever display/TV you were connected to.

So - if both are relevant to your setup, I would suggest you check both sets of 
settings:
• resolution setting on the Apple TV
• screen settings on your smart TV

Somewhere amongst that you should be able to match the output of your Apple TV 
to the display area on your TV.

Subject: Apple TV - Computer App - video thumbnails truncated

    My Apple TV device is most often used to play videos (Movies, TV Shows etc) 
via iTunes and the Computer App. Thumbnails of each video are displayed in a 
grid with a cover art image and the title under it.  I can scroll down to view 
all thumbnails.  However the bottom row is truncated and the titles and lower 
part of the cover art cannot be seen.
    
    I need to read the title!  This problem has existed for a year or so.
    
    I am using an Apple TV HD (4th Generation) with tvOS 13.3.1 connected to a 
Panasonic ET5A series smart TV.  
    
    Any solution?  Do other wamug members have a similar experience?
