Peter,
I think you have a deeper problem. As you have described these devices as being 
used, that is having a previous owner I think they are still associated with 
the previous owners iTunes id, which is/can be different from their iCloud id.
In earlier versions of iOS an extra step of diss-association of the device from 
iTunes was required and perhaps this was not done prior to disposal by the 
previous owner.

At this stage you have three options;
go to an Apple Store and get your device reset, providing you can establish 
your bonifide ownership of said device.
if you know the previous owner tale it to them and get them to logout of iTunes 
on your (new/used) devices.
jailbreak your device as detailed in the link from Ronni.
