Peter, I think you have a deeper problem. As you have described these devices as being used, that is having a previous owner I think they are still associated with the previous owners iTunes id, which is/can be different from their iCloud id. In earlier versions of iOS an extra step of diss-association of the device from iTunes was required and perhaps this was not done prior to disposal by the previous owner.
