This shouldn't really be needed in the repository, as it is installed by
./autogen.sh.

For simplicity I'd say every file we add has to be GPL as well (or maybe
one other license), even though the GPL isn't ideal for data files
(since the original data is GPL (see below), and it's just confusing to
have several licenses for different files).
Regarding COMPILE.html and COMPILE, we should unify them and ask
Karmazillla to change the license to GPL.

That file was in the original released source/data archive, which
debian-legal deemed to be all GPL (IIRC).
