Maybe it should be fixed instead... And why do you still maintain
framecount
and lastticks when you don't use them anymore...?

I didnt remove them because I was not sure if they are used in other
function or not...seems they are not being referenced by any other wz
functions atm.
maybe this is intended in an ideal implementation,which means the function
gets called every millisec,but in most implementation this function will be
delayed due to other functions/injected into the main loop(like our case),so
this framelimits measure becomes questionable...

though it's still somewhat borked even if it gets called per millisec,since
it resets lasttick and framecount everytime it *fails* to reach
target_tick...
