#95: Structure weapons can't shoot outside own sensor range

After a bit of testing, I've discovered that structures can't shoot
outside of their own sensor range, even at objects they can see.
To duplicate this bug:
- Make a satellite uplink center (which should ensure that everything is
visible)
- Make a Scourge Tower
- Make a Nexus Scourge Tower (requires debug menu or "give all" cheat)
- Observe that the Nexus Scourge Tower has a greater range
Notice that Scourge Towers and Nexus Scourge Towers differ in only two
ways: the Nexus Scourge Tower has better armor, and a better internal
sensor. Both use the same weapon (Missile-A-T), which has a range of 2048.
