2 still requires a release maintainer, which has the same issues as
#1. And what happens when the release maintainer finds conflicts
between the dev repos? Lots of wasted time/effort there, I think.

Sure, no one ships directly from SVN trunk, but they ship directly
from their release branch.

I again suggest Google Code (SVN). The last time I suggested it, the
only objection was that EvilGuru disliked that even though Google
would near certainly accept the request, they have the choice to
reject the request. Which is a rather silly objection, since Gna had a
project approval process, too. Google just has it for projects larger
than 100 MB.

I could e-mail them and ask. I would send them something like:
