#3693: research center become unavailiable for construction

It was during a multiplayer game (2vs2), i had my 5 research centers. Then
the ennemy destroyed 4 of them and I wanted to rebuild them, but the item
"research center" in the construction menu didn't appear (though the
research module, power generator/center were buildable).
And this until the end of the game.
