"Migrate the project to our infrastructure." is an exit criteria to
the incubator.

There are several reasons that your suggestion is not possible. One is
project oversight, then there might be trademarking issues etc as
well.

This is true for any other content of apache projects, including sourcecode.

In short, it is not possible.
