To my knowledge there is no written process, but it has been discussed a lot
and most projects I know just create these profiles and make PMC members
admins for this account. If this is not possible, passwords are shared within
the pmc (by encrypted file in a private repos)

I think podlings do not have private repositories, so maybe we need to
be a little creative here.

Anyway, i think the core message is that PMC need to be albe to access
these passwords when they need it.
