All decisions must occur on the mailing list. And, discussions about
decisions are strongly discouraged from happening off-list. There is nothing
preventing us from using a dog-food instance for general discussion.

I think we all agree that Wave is a superior model for decision making type
discussion/coordination. So, I suspect that at some point Apache might
decide that it's ok to use of Wave as the primary communication tool for a
project.
