Now, or later, it will take the same amount of effort. And the effort is not that great. And without groups, group based collaboration is very difficult. Invariably, someone would get left out. Why move to svn instead of mercurial? Because that's what Apache uses. SVN is not a bad system. It's different. There are plenty of tools available that allow people to use git or hg locally then commit to SVN. In fact many WiaB developers use git locally then commit to hg. Apache already has the infrastructure in place that we would need. The WiaB development and the move to Apache are parallel efforts. One does not impact the other.
