I don't think that defaulting to public/private necessarily has to be
the main reason for the success of a project.

Regardless of that, as x00 says, it should be up the UI to decide it.
An IM-like wave UI would default to private, a wiki-like wave UI could
default to public, a forum-like wave UI could default to certain
group, etc.

If WiaB ends up being a generic UI, I think the decission should be
handled the same way as Google Wave: after creating the blip, you get
asked to add any user/groups/public. Those three categories should be
better differentiated visually. Maybe a separate icon for public, or
something like that.
