I think you're right that Barney was thinking about Bobby Shafto.  I searched
high and low on the net and found this information on Bobby Shafto which shows
that he must have been quite the hero.

He was an MP from County Durham, Scotland and now there is a hotel located in
his ancestral home.

This song was used for electioneering purposes in 1761, when Robert Shafto, of
Whitworth, Esq., was the favorite candidate, and who was popularly called
"Bonny Bobby Shaftoe."
Bobby Shafto's looking out,
All his ribbons flew about,
All the ladies gave a shout--
Hey, for Bobby Shaftoe.

How about a statue of Otis riding a cow.  It could be placed right next to 
the great swindler Great Grandfather Taylor and the infamous Civil War 
cannon.  It would make the point that even in our beloved Mayberry there were 
people and events that had their imperfections, just as we all do, yet they 
were loved and accepted by all.

His character was (by design) one of the least liked on the show, but he was 
played by a beloved character actor. Here's the opening paragraphs to the 
obituary of Parley Baer:

Parley Baer, a character actor who was the mayor on "The "Andy Griffith 
Show," the voice of the Keebler cookie elf in TV commercials and the voice of 
Chester on radio's "Gunsmoke," died Friday. He was 88.      
The jowly, balding actor appeared in more than 50 movies, including 1950s 
Westerns and 1963's "Gypsy." He was the Senate majority leader in the 1993 
movie "Dave."

...likely because TV Land wants to memorialize the show's most familiar 
image, and opening shot of Andy and Opie going to the fishing hole is a 
large, baby-boomer cultural icon.  You'll notice when they memorialized "The 
Mary Tyler Moore Show" in Minneapolis they used a statue of Mary throwing her 
hat in the air, another opening credits image.

I'm sitting here watching the TAGS night on Nick At Night, and they are 
showing "Andy Saves Barney's Morale".   When Andy is sitting at the desk 
trying all the folks that Barney arrested, there are two maps on the wall 
behind him.   I got a real good look at the one on the left, and it looked a 
lot like Idaho, so I got out the atlas and looked it up, and sure enough, it 
is Idaho, only it's hung upside down.
