Something like Gamespy or Pingtool, but an online version rather than client
software? I don't see why that would be too hard, but there is the problem
that when people click "play", you're going to have to execute a file on
their hard drive...

If you want to host the game, you need to be running a copy yourself in
"server mode" - that's how Quake 3 works anyway :-)

Or did you mean something else?
