I had a struggle with frame sizes a couple of years ago and discovered there is simply no way to make Netscape 4 obey exactly any kind of instruction on frame sizes. Try resizing the window, dragging it wider and narrower, and watch Netscape shrink and grow the frame to suit itself. If you want, for example, a nav frame at the left with a black background next to a white main frame, and you want the black panel to be an exact 180 pixels width, all you can do is make the left-hand frame bigger, say 200 pixels, and use a graphic for the nav frame background that's at least 220px wide and has the first 180 pixels black and the rest white. That way, the frame it's in shrinks and grows just the same, but you can't tell because the black panel stays the same width.
