Sorry but I only use ASP or ASP.NET not perl or php. Personally, I don't think the client is always right. So much so that I've fired a few clients in my time, even when I really couldn't afford to do so.
Most clients if they can see for themselves why something is a bad idea will get reasonable. Can you take one page and make a example of it using fixed sizes and show it to them on various monitors? Preferably using different OS & browsers as well (get your hands on a Mac and let them see font sizes 20-25% smaller than on a pc). Let's see a selection of a 'normal' monitor running 800x600, high res laptop (15") running either 1400x1050 or 1600x1200 (HP & Dell defaults), your 1074 & projection monitors should cover it. Educate your client, show them that it won't work the way they think then add up the costs of changing all those pages (multiply time estimate x 3) and if they are someone who does business with the Feds point out that it would not meet the Section 508 requirements for those who receive funding from the government (if they sell to the government the requirements aren't mandatory but preference is given to those who to comply). At the moment all the style sheets are relative so the fonts etc all appear relatively sized to the image's, flash etc. The window is the same size however and appears smaller the bigger the resolution. The client thinks that it would be nice to have the same actual size window and font no matter what resolution monitor. This would make the font massive compared to the images and the text in the flash movies and, as there are about 1000 engine generated pages, mean a lot of testing.
