Jan, em size depends upon the user's preferences. What's comfortable for my eyes might be ludicrously large for yours. As a rule of thumb, the default would probably be in the 11-12px range. Keep in mind that for most people a font size of 14px is comfortable. For most people your 0.7-0.9 em would be the "small print". It will probably take a few more years before the typical users begins to master setting their own stylesheets. Until then, people will either squint or just walk away from small font sites.
