For yet another alternative enclose the following text in a div and give the
div a top border of the color you want.
Arguably that is better than an empty element solely for display purposes
and would avoid the issue with NN 4.x collapsing empty tags.

like .lne{border-top:1px solid #ff0000;}. This too employs a block level
element. I've heard arguments that this is preferable to using hr.
