You don't need to build a batch file. Put the original Windows disk in your
cd drive, Start, Run, sfc.exe /scanboot and restart. 

Just make sure if you computer is set to boot from cd that you don't push a
key or whatever it is you are supposed to do to boot from the cd instead of
the hard drive. When it finishes running the scan and replacing any corrupt
files it will boot into Windows. 

Windows 98 and XP have it. I'm pretty sure that ME and 2000 do as well but I
never used ME and it has been a long time since I used 2000 so I could be
wrong there.

installation disk using system file checker.
I don't know which versions of windows had it, but search for sfc.exe What I
usually do though is obtain a clean copy and put it in an easily accessible
folder, then write a bat file to do the transferring from DOS during a
restart.
