Try sticking quotes round the array indices (the bits in square brackets):

foreach ($xml_tree['PRODUCTINFO'][0]['DETAILS'] as $product) {

You may not need then on the middle one if it's only ever numeric.

It's also worth checking your array is being filled correctly before the
foreach() - a good test is to use print_r, like this:

echo "<pre>";
print_r ($xml_tree);
echo "</pre>";
