Mine is at browser defaults for IE which is what I used to review it. Text size wasn't horrible for me but I was on my monitor with a lower resolution. If I had been on my other monitor with a 1400x1050 resolution it would have been completely illegible.
Frankly, I won't use 74% for anything that I want people to read. I save that size for something like copyright info where people can tell at a glance what it isn't and there is very little text.
