Actually yes, it really is. It's the firmware (the operating software in a flash BIOS on board the hardware) that contains the region setting. Unless you get a region-free CD writer or CD player, the first time you use it you choose the region settings to use, and generally can only change the region up to 5 times. To get round that and produce region-free recordings, you'd have to download a bootleg patched version of the firmware and reflash the CD writer's BIOS. (Easy!) This isn't something the CD hardware manufacturers wanted, they were pushed into this by the media publishers, the idea being they could choose what prices to sell their products in different countries without the risk of consumers in a high-price country being able to import and play CDs from the cheapest country.
