As one who has been involved in more organisations than is healthy I would offer just one basic point. In my experience all organistations are driven by their organiser, usually the chairman (chairwoman, chair, convenor, chief master of ceremonies).
It does take effort and time, but not too much if you really want it to work. People do not just turn up to things, they need encouraging, cajoling, supporting, made to feel wanted. The purpose and agenda (what kind of meetings, what can people get out/give to the organisation) need to be clear and it is then the organiser's task to encourage the other officeholders to do what is necessary in time for it to be effective, and to keep contact with members and those members opinions. It both needs and develops organising skills. Very often, as you are both finding, a lively organiser is followed by a hiatus, because they rarely train someone else to take over from them.
