I personally have a "lib" folder in which I have multiple subfolders for each library item I use: CSS, images, Javascript etc. That way it's all bundled together neatly.

I do however sometimes have subfolders for these things for each area of a site for media specific only to that area. For example, the site I'm finishing off now (launching in a few days peeps - thanks for all the input!) has a "lib" folder for all the common CSS, images and external code but each eZine article and portfolio item has it's own subfolder containing the images and media clips specific to that item.

If you're handing over maintenance of this site to somebody less experienced I think it would probably be best to just have one folder for each media you're using as you originally stated. That way it avoids confusion as "all your images are in here" *direct point to folder*.
