First off, this here condition:
IF strName <> "" AND strEmail <> "" THEN
ensures that the form will only fail validation if both Name and E-mail
are omitted - if one is omitted but the other is included, it'll go on
as if nothing were wrong.
More after I've had a chance for a closer look.
