This breaks very quickly, so I doubt it's right - however, if the offset is indeed generated by an algorithm it may possible to deduce it from some more examples. Tim's suggestion of checking whether passwords are encrypted identically for different usernames is a very good one and if that is the case with this system then it's going to be a bit of a pain to get this sorted out.
