I could be missing something, but I'm not seeing where you are going.
Whether the pw's are in one table or 2, the user will have to go to 2 different apps to make changes to his/her pw. This is because we don't know how to create one portal where you enter a new pw and have it sent to the old app and to the new app.

If you already have the plain text passwords why do you need to break the encryption? Just use them to populate a parallel login table for the new application.
