Does this mean keeping a mailing list, or replacing it with a web-based forum?
To be totally honest, I'm not sure that a forum will really work out for a community which often has long periods of silence; people won't keep checking a forum in the hope that there might have been a post. Operating as a mailing list rather than a forum seems a better fit for the community, in my opinion at least.
If it's solely an issue of cost, I'd be happy to host the list for you on my mailman install; you could point lists.wdvl.com there if you wanted to, and I'd be happy to help with moderation too if it would help?
