As of 12:06am, I have only 19 e-mails time stamped 3/25, almost
nothing came in during the afternoon and evening.

We need a relay from someone who is getting all the e-mails. I think
your shadow list needs to be put at the top of the web-consultants mailing
list file.
Actually, what would probably be the thing to do, is to have a
distributed regional system, whereby there are key regional
re-distributors and forwarders.
As a community, the Web-Consultants list is a tremendous resource! I
would hate to see anything happen to it. I don't want to see it
fragmented.
