It is no more complicated than setting up individual mailing lists.
All you do, is subscribe the regional lists to the center list without
turning the echo post option on. (Which is the default on some lists.)
In fact, I have a similar setup for a few topical mailing lists on my
server, to give me the option of sending e-mail to a small group of core
people, a broader group, or everyone I know who is interested in that
topic area. (Granted, the lists are FAR smaller than we need for
Web-Consultants.)
If you want archiving, you can archive the central list. I would
rather NOT archive.
