Peter,
Your ErrorDocument 404 is incorrect. Remove the trailing ",
it does not belong. To directly quote text use only a leading
quote. That should fix you up.
Also, allow all is default. You should only need it if you
have placed restrictions somewhere higher up in the directory
structure(or there are restrictions at system level and
overrides are allowed).
