any particular reason the client needs the ISP to actually /be/ in the state?
recommend you consider the following, if the thing you need is the dial-up
account with seattle-area phone:

http://www.teleport.com/
http://www.drizzle.net/
There are others --but these are three that /I/ recommend for
value/service/etc. They are three different sized firms with three
different philosophies. One should match your client.
