Many hosting companies like to restrict access to your website. They do this 
for various reasons; none good.  Unless you go to geocities or freeyellow or 
wherever, then you should have full access to your server. For the umpteenth 
time I will repeat that I know of no ISP that offers more access to your web 
server (where you have your OWN) than iserver.com.  You even have to install 
your own version of perl (they make it easy).   The only reason to accept less 
is  .... well it is like if this is Tuesday it must be Germany.

In any case I know for sure that you can set cookies via CGI as I do it often 
(using the CGI.pm perl module).

I am 89.5% positive that you can set cookies with javascript. And if someone 
has javascript turned off then they probably have cookies turned off as well.

I am doing work on an intranet and I find cookies and javascript to be excellent 
complements to cgi.
