This was certainly a mystery to me. When I installed IE 4.x I noticed that
target= attributes in <a tags seemed to be ignored. I lived with it, since I
don't really like it when new windows open anyway. It was sorta, um,
blissful. Then, suddenly, after around 3 months, the target attribute
started working. Suddenly windows were opening. I didn't really think much
about it, or why it started working...Windozer is just that way (and after
going from 3.0 to 3.1 to Win For Workgroups to 95 to NT, I figured the
randmness was just a part of the deal). I assumed the problem started from
some incompletely intalled component or something. I never dug around to
figure out why the "problem" went away, and I don't remember any software
that I installed around then that might have installed a fix, though maybe
it came in with Outlook 98 ? Not sure.

I thought I was alone with this weird bug, but now I hear that there are
others with the same prob, so I'd like to figure out what the cause is.
Anyone?

Also, interesting to hear that your experience was the opposite in order:
windows opened, then stopped opening.
