I just signed up with a hosting company so I can answer some of your questions.
For us, it has been a several month quest in which we emailed and hounded a bunch
of ISP's that had specific features. I got some names from other lists where I
asked "who's your favorite hosting company", some names I got from search engines
on "top hosting" type sites.
I was looking for a lot of features with a standard package, including
ColdFusion. I was tired of packages that wanted extra for every little thing.
While these are great if you just want a cheap spot for a few pages, most business
sites need more.
If your friend is looking for an angle... quick tech support with answers ranks
right up there as one of my main priorities. You should also register with all
the "hosting" search engines. There are a number of them out there. A regular
search in most search engines just brings up too much stuff.
