We've been asked to provide RFP development guidelines from a vendor's
point of view. The RFP in question is for the development of an
enterprise wide intranet, to be distributed over five locations all over
Europe and North America.

We've pointed out some resources and given our thoughts on developing
RFP's for projects of this scope and scale (e.g., forwarded a copy of
our project questionnaire, links to resources such as CIO.com's intranet
resource center), but I'm interested in any resources you find useful
and your thoughts on the matter.

What vital information is lacking from RFP's you receive? What annoys
you about typical RFP's that you receive? Are there specific issues that
should be more fully developed in the RFP's than others? What is a
"complete" RFP to you?
