While I don't see a lot of RFPs (and those I do usually from the Canadian 
feds), there are a few points of information that are invariably missing or 
misstated.  Those are in the realm of the client's side of the site 
development process.  I could prepare a better, more accurate proposal if 
I had a clearer idea of: 

        - what the client's existing inhouse Web development skills and 
experience level is

        - how much of that will be provided to me as I work with the client on 
the project

        - what the client's responsibilities will be for providing content, 
scripting, translations, editing and similar services

I guess these points are rather general, but if I've seen a recurrent theme 
in projects I've done for the feds over the years, it's that they prepare 
rather grandiose RFPs that set unrealistic goals for a project; there is an 
underlying inference that, "We're already good at this Web stuff, we just 
need a little help in a few specialized areas for this particular project".  But 
in fact I discover, once the contract is signed, that their goals are fuzzy, 
ill-researched and/or not really attainable given the resources they claim 
to be bringing to the project.

So a good RFP will say, "Here is exactly what we will be contributing to 
the development process, and here's what we need from you".
