Perhaps Acrobat would be a good solution. Acrobat's Distiller is able to
compress documents of all sorts down to a fraction of their original size,
yet retain all formatting and graphics. 

You can even add hyperlinks, navigation buttons, and interactive forms in
Acrobat documents.

Acrobat documents can be quickly downloaded from a Web page and are fully
searchable. See Adobe's Web site:
