    I believe that Arthur Clark used it in a story he wrote about a
sighted man who lived very briefly in a Land of the Blind, only to find
that in the land of the blind, the man with sight is persecuted.  (It
could have been someone else, though.  Probably not Asimov, as it just had
a smoother literary texture to it.  Clark and Asimov had a "treaty" as to
which of them was a science fiction writer who did literature, and which
was a literary writer who did science fiction.  I like them both.)
