I am afraid that my first answer was a bit inadequate. So, here is more...
College radio stations have agreements (with ASCAP/BMI/SESAC, and others) to
broadcast songs. To the extent that they broadcast things other than music,
they have agreements with others. Your agreements with them must take the
pre-existing contracts into account.
Generally, absent a copyright, the "person" who fixes the "broadcast" in a
tangible medium if expression, e.g. a tape, owns the copyright in the tape.
Speakers who appear on that tape should have signed some agreement
disclaiming the property in the speech and granting the copyright owner
exclusive worldwide license to broadcast it and use it in other media.
This is all negotiable. You may want to engage legal counsel. As a matter
of fact, you _should_ engage legal counsel.
