That will work, however instead of having several entry points into your
site, you now only have one.  Unless you can manually submit various other
pages, you will be limited in what you can do for the search engines.

I find frames frustrating from a user standpoint and took frames off our
sites over a year ago.  That said, unless framing is done with search
engines in mind, all pages have the same URL and search engines read pages
as text based viewers do.  I've seen a few sites which I've actually really
liked the design.  The frame was at the bottom of the screen and the URL
actually switched from page to page.
