Hell Barry, you could have stopped at "it almost seems pointless to use 
frames at all" and left it at that :)

But when you think about it, my solution is pretty much the same as 
implementing a regular frameset, except that *all* the frames reload each 
time, not just one.  As noted, with the more static frames cached anyway 
it makes little difference in practice.

What I think this really demonstrates is that frames, by and large, are a 
lot of headache for comparatively little return. Usually all you're achieving, 
whether with one frameset or multiple, is keeping an element (most often  
navigation) constantly onscreen.  Given that "optimal" Web pages are 
usually quite concise, it should normally be possible to keep navigation at 
least within easy reach -- if not actually visible -- at all times.  Without 
frames.

Where I find them quite useful is on sites where individual pages are of 
necessity quite long, and where I'm likely to be to-ing and fro-ing quite a 
bit.  Online documentation is a good example -- in a long multi-chapter 
publication it can be frustrating to scroll waaayyy up and down pages, and 
trying to find one's way back and forth amongst sections; here a fixed 
Table of Contents in a frame makes sense.

But back to your original point: yeah, there will seldom be any compelling 
reason to use frames if part of the process entails reloading every file 
every time.
