I'd like to clarify one point: if you want complete control over a Unix IPP
setup, I haven't found anyone yet who offers what http://www.iserver.com/
does. I use them for a few domains because of the freedom I have to control
the server. They are *not* low-cost, though, so they don't fit your
criteria.
