The file requested has the same modification date as the one already in
the browser's cache. This can, at times, be problematic, as the server may
not LOOK at the actual file if IT has a cached copy of it's own; this
problem may occur under LOW loading factors, (cache retained longer,) or
on high demand situations where load shedding strategies may prune
semi-needless I/O
We have seen this for popular pages, and more often, when _I_ to an
edit / view type operation, using command line PICO as my editor, and
another computer or console to view the file in Lynx or Netscape.

If it is not you, then you probably have a deranged robot re-fetching
the same page every so often. We had such an absurdity on the color CGI
in http://www.mall-net.com/webcons/ -- the brain dead robot ignored the
robots.txt file, and was, essentially trying to fetch every single color
combo on the web contrasted to every other... We, um, gave the robot
owner some comment about the ... sensibility... of what their toy was
trying to do .
