the GNU project has a special port of its C compiler for Windows (DJGPP),
and all the associated utilities, inculding make and perl.    the URL above
points to a page where you can order a CD with the whole megillah, but
there are also links off to sites where you can download everything for
free.

i know perl has a good relationship with the GCC family of compilers and
the associated programming environment (you may also need Bison & Flex to
help support the build).   this will probably give you even better resuts
than the proprietary MS programming tools.
