This is all true except for everything after the first sentence. :)

ActiveState is a privately held company with no relationship to MS.
It is actually a partnership with O'Reilly & Associates, the new 
corporate parents of Perl (with the full blessing of Larry Wall).

Early versions of ActiveState were based on a modified 5.003, while
various other more "public" versions were based on 5.004; this is
the source of the "distrust" that was mentioned. However, all is rosey
now as the 5.005 codebase is fully cross-platform and ActiveState is
the only remaining "sanctioned" version for Win32 (again, with Larry's
blessing).
