Took some digging around to find it. It would appear that anyone in
control of a system on-line on which copyrighted material might appear
that could be owned by someone else (i.e., website) is probably
covered. I have to read this more carefully, and I think I'll call the
Copyright Office and taunt some poor hourly employee with questions
(even if it results in nothing more than me feeling better :)
