    Well, it is generally considered polite to issue a warning first.  In
my case, the document was withdrawn in about 27 hours after the notice. 
Whether the ISP played a role is not clear; but the general tone of the
infringer's response did suggest that he was reacting to a larger threat
than my e-mailed notice.  Both he, and another individual at his site
responded.  One claimed he "didn't know" it was copyright material.  He,
um, only removed my notice and substituted his own...

     It is also rather interesting to note that searches for select
markers from our reports picked up a number of other pages, none of which
had the markers, or anything resembling the markers, when referenced.  So
people may be posting the newsletter as a page, getting the search engines
to index that page, then replacing it with their own content.  If one
reads my piece on keyword use, http://mall-net.com/se_rech/zero.html , one
may see that this is not very effective use of keywords.

    If one is polite, one may find that one can sell additional goods and
services to the offender at a later time.  People do make mistakes... 
However, if they inform you that they intend to persist in their errors,
THEN one needs to redress the balance, and remove the threat the
individual poses to the rest of the community.  At that point, your
suggestion does have considerable merit. 

     I still believe we need to organize ourselves for mutual assistance
against copyright infringers.
