On this, I completely agree with you. There is a certain cachet to
the acronym "COTS" in some quarters that's completely unjustified by
actual experience. I think COTS is the pipe dream of people who think
that complex software/hardware/network systems are plug-n-play.

And on this, I disagree. I don't think they have a chance in hell,
not because there aren't some smart people working there, not because
they don't have the facilities, but because the corporate culture
there prevents it.
Besides that, a typical Microsoft vaporware announcement schedule
requires that they announce at *least* a year before they actually
have anything, so this wouldn't work anyway. ;-)
